About the Graduate Development Program

Impact, the National Graduate Development Programme (NGDP) is a two-year high profile national management trainee programme for high calibre graduates with the potential to become senior managerial leaders in local government within the next ten years.

The graduate development programme is a unique opportunity for committed graduates to make a positive impact in Cumberland and gain experience of working to deliver great public services.

All graduates will attend a structured induction programme and receive on-going support including the allocation of a consistent line manager, host managers for each of their placements and a mentor who will be a director from the Senior Management Team.

You will be working consistently with senior managers and directors across the council, on a range of key strategic and important operational projects.

Eligibility

The Impact national graduate development program welcomes graduates from all backgrounds and areas of study. The only requirements are:

  • a minimum 2.2 undergraduate degree by July 2025
  • you must have the right to work in the UK for the duration of the two-year programme. Unfortunately, sponsor visas are not supported through this program.

Structure of the programme

If you are successful in the application process and at interview with Cumberland Council, you will work for us on a minimum two year fixed-term contract.

During this time, you will rotate between three to four different placements to gain a wide range of experience and skills. Placements usually cover strategic or corporate functions such as the chief executive’s office, projects relating to frontline services such as social care or housing, and back-office areas such as HR, law and finance. Often they combine these work areas around specific projects.

Learning & Development

Impact - the local government national graduate development program - currently offers its trainees a fully funded CMI Level 7 qualification in Leadership and Management which has been designed specifically to equip our trainees as leaders within the public sector. Assignments are completed in the workplace, putting theory into practice and opening doors for trainees to explore their own interests.
